Louisiana has implemented new literacy promotion requirements for third-grade students under Act 422 of the 2023 Regular Legislative Session. Third graders in traditional public schools must meet specific reading proficiency standards to be promoted to fourth grade.

Third grade marks a critical transition from “learning to read” to “reading to learn” across all subjects. Research shows that students who are not proficient readers by this stage are more likely to experience ongoing academic struggles, increased dropout rates, and reduced readiness for college and careers.

What Is Required for Promotion?

Third-grade students must score above the well below level on the DIBELS 8th Edition literacy screener. In addition, they must still meet local promotion requirements such as passing grades and attendance.

What Is DIBELS 8th?

The DIBELS 8th Edition is a literacy assessment that evaluates skills such as phonemic awareness, alphabet knowledge, reading accuracy, fluency, and reading comprehension. The overall composite score gives a comprehensive picture of a student’s literacy development.

Multiple Assessment Opportunities

To ensure students have every opportunity to demonstrate readiness, three assessment windows are provided:

  1. End-of-Year (April)

  2. Second opportunity (end of May)

  3. Third opportunity (after participation in the optional summer learning program)

How Parents Can Support Their Child

Parents and guardians are encouraged to:

  • Discuss their child’s DIBELS results with the classroom teacher.

  • Learn about available supports and interventions provided by the school.

  • Reinforce reading practice at home through daily reading activities and family engagement.
